Why is it strange? what makes an international departure that much different from a domestic one? International arrivals are separated, but no reason for departures to be separated

This whole situation seems to be simply that a flight was delayed causing a misconnection; as would hope, by time aeroplane arrived, the airline had sorted out the issue and passenger rebooked on a later flight
