I would recomend you to get some kind of plan.
I have used prepaid during my stays in DC area, which ended up being quite expensive >$100/month, with much less minutes then 1000/month.
As I didn't have a SSN I could not get a calling plan from t-mobile, which is why I ended up with prepaid.
