I can confirm that the new Chase UK MasterCard (it is an actual World Elite bin number) Debit Card does not incur fee at Chase USA atm. exchange rate is the perfect MasterCard rate with no additional fees. I have done this at many Chase US atm all over LA and Santa Monica.

in addition, you even get cashback on your USD spend, so in practice it is the best option for the OP, as he will get an immediate virtual card to add to his e-wallet (and if had applied yesterday when it was first mentioned, potentially it would have received also the physical card by Saturday before his trip on Sunday.
