3rd party travel agencies can also apply with Southwest for ticketing authority. This is primarily to allow for Business Travelers to book through their corporate travel agencies and portals, but doesn't mean other travel agencies can't apply for said ticketing authority.

Chase Ultimate Rewards travel portal doesn't show Southwest options online, but if you call they can book Southwest no problem.
I am going to guess that Southwest is OK with travel agencies ticketing Southwest flights, just not online for the general public.
Update: Called them. Unfortunately indeed they can't book Southwest even if you called.
Both Chase UR Travel and Citi ThankYou Travel can book Southwest if you call. I wonder what's the hold up for Capital One.
