Ryanair and anyone else are entitled to apply their own rules, maybe in this case it's to simplify things for their staff, just as the driving license example (from another airline IIRC) given earlier was.
If they require all passengers to wear a pink tutu that's up to them, as long as they meet or exceed immigration requirements . You really should stop tilting at windmills, and either comply or use another carrier.
