I am the only person on the reservation. Because of the routing (first flight from Singapore) the flight is KLM / Delta-operated. Maybe that makes a difference? But it won't let me Modify Flights and make the change.
Also, I called the PM Line where they worked on it for a while and said it was "fixed now", but everything appears the same. All Xs and no Manage Upgrades.

Ah, yes, that would be the other explanation. No complimentary upgrades are offered until day of departure for C+ on codeshare bookings of DL operated flights nor will you be given any FCM upgrade purchase offers online. Flights must be booked as DL coded fares for these.
