I suspect BA made its decision and then realised too late in the day that there were all kinds of legal issues relating to that decision dependant on destination and gave itself too little time to verify the position with the various jurisdictions around the world to ensure compliance.
Or maybe Joint Business / connecting flight issues for passenger originating from the USA.
The reality is (regardless of my own views here) that within the next few days a significant propprtion of travellers won't be wearing masks within Europe, and I doubt the crew can do much about it.
