SHLTP yes as far as I know, HR upgrades to suites when available. If suites are fully occupied then of course no upgrade possible but in my opinion that is not the same as "not generous". Which is why the previous comment raised my eyebrows, if they have changed their upgrade policy recently I would like to know as a red flag.
