For non BA redemptions you do indeed normally need redemption space to fill even an involuntary cancellation, you can sometimes get some wriggle room to upgrade or downgrade the cabin. I think there is still some mindset that redemptions are "free" tickets, which of course they are not. BA's own services are protected by EC261, so that helps there.
