There's not much point "putting your foot down" because it's ultimately JAL's responsibility to get the passenger to London and EC261 won't apply. BAEC will make a good faith effort to reroute IME, but a prompt refund is their only legal responsibility if another airline cancels. (BAEC is effectively a travel agent here)
Hi, he is in the Philippines at the moment. The Manila flight goes in to Narita and there are no other real options.
The only options avoiding Tokyo (that I can see currently) is to go via Doha.

Ok, I have spoken to BAEC (because they booked it and alerted us to the cancel). Should I try contacting JAL?
While I understand that they have made an effort to get him home - and there is an option (even if it is a horrific layover) - is it correct that they can just refuse to move him to a Qatar option when seats exist?
