PC Upgrade at Heathrow?

This is my first Hertz rental overseas as a PC member. The reservations line really couldn't tell me what the upgrade policy is at LHR.

Can anybody tell me what to expect or ask for? Am I guaranteed an upgrade? If not, how likely am I to get one anyway? This impacts on the reservation I will make.
