Help needed: Return Avios multi-carrier booking flight cancelled

Hi all,
Bit of advice needed. My partner is currently half way through a multi-carrier Avios award booking. His return flight with JAL via Frankfurt has been cancelled. BA have offered to rebook him on the direct Haneda to Heathrow flight, but because this would require a change of airports in Tokyo and it is still not possible to enter Japan for foreign nationals, he is unable to take that up.

I asked the very nice person at the BA call centre to look at Qatar or Finnair options. She told me that Qatar 'would not accept a booking' for reasons I didn't really understand (though that would mean my partner wasn't travelling on 2 oneworld airlines) and the only option through Tokyo with Finnair would require a 17 hour connection at Narita.

What are my options?

They have offered to cancel the remaining booking and rebook on Qatar - but I assume this will end up costing us a large amount of money (and they say Club seats are not available for a reward booking).

Or should I put my foot down and say they are responsible for finding me another option, Google flights are showing options, but I was told other JAL flights which would offer a shorter connection are full and waitlisted (I assume that is correct).

Any advice would be welcome. Fortunately my partner (who is visiting sick family) is without phone signal most of the time so is unaware, so I hopefully I can sort before he finds out.
