You are not entitled to late checkout at a resort but I've gotten it many times by asking, even past 4pm when they are not busy. More often I've managed to get 2pm or something like that when places are busy.

I once had the HR Maui tell me that the upgraded room that I was in was blocked off for an early arrival so I had to vacate, but they offered me a regular room to use until early evening, which I gladly accepted. That was really above and beyond since it requires them cleaning an extra room (not just delaying the maid service).

But of course they are allowed to say no. There's nothing wrong with that.
