There may be a few reasons that you are unable to request Suite Night Awards for your reservation, such as Rate Type is not eligible or Suites/Upgraded Rooms are not available for the provided dates.

I ran into the same problem with this property. May I ask, where can I see a list of the individual non participating properties so I don't waste time booking them when I want to use SNAs?
