It was once explained to me from what appeared a knowledgeable agent that the system looks at this as a separate segment and does not apply a domestic F WL based on the underlying J-award. This is occurring if the connection is over 4 hrs, even though connections on international itineraries are permiited up to 24 hrs.
Not sure if this bug is still lurking, and if JimInOhio's reservation includes a 4+ hrs connection.....
