In terms of seat comfort the SQ Premium Economy seats would be meaningfully wider (8-across A350) than the 9-across 787 on UA, with more recline and legroom as well. UA.com has E+ on the 789 at 34" pitch and 17" width, while seatguru (which is usually awful but seems accurate enough fin this case) says the SQ PY seat has 38" pitch and 19" wide.
As far as airline food goes, that's pretty good & plenty. Qualitatively better than anything I've had on UA in Economy. If the price differential isn't terrible, I think I'll do that. The one hesitation is that your PQP is limited to 500 for that looooooong SIN-SFO leg, no matter how much you pay for the ticket.
