AFAIK, Iberia's policy requires you to have tested positive personally / travel companion / household member = quarantine, or for travel restrictions to have changed. None of which appears to apply to the OP's situation.
So suing Iberia wouldn't get you anywhere, unless IB can't be bothered to contest it...
Ha! You're right, I misread the original post. In that case the OP's only hope is to appeal to Iberia's goodwill if he can produce an unfit-to-fly certificate by a physician for his wife, although even with that there's no guarantee that IB will budge.
