I repeat: there is no "transit" area. You come off an international inbound, clear customs and immigration and whatever COVID things, and are sent back to the international departure area. Yes "cursory inspection", because you are leaving in an hour or 20. The COVID exceptions are vague.
If the CBSA agent you get thinks the rule means you can stay in the building, cool. If you get the guy next to him and they say overnight means overnight and you need a negative test or 14 days, you need that.
Nothing an Air Canada agent tells you will matter.
