It sounds to me like what they are trying to convey is that they don't want you leaving the secure side of the airport. Canada historically hasn't had "sterile" transit, and usual customs & immigration rules apply for transiting PAX. An exception was made early in COVID times for testing/vac status.
You can ask whoever you want and get whatever answer you want, but ultimately this is going to come down to an individual border agent at some point.
Canada has had "sterile" transit for a while now, although you still had to pass through a cursory CBSA check. YVR / YYZ T1 / YUL allowed you to stay in sterile transit even pre-covid.
Question is will international transit without going through the whole arrival process be possible/open when OP arrives at 00:55?
Also, according to the other thread, pre-arrival testing will be scrapped on March 31. When are you transiting YYZ OP?
