TK is only offering the 24 hour cooling-off period when the ticket is booked at a US point of sale ( US sales office, etc... ) or originates from the US. Although most call center agents and online tools would not be aware of this rule so be prepared for multiple HUACA's or trying to deal with a sales office within 24 hours.

Also as a reminder, TK online tools and the call center could issue tickets under a different point of sale at a location outside of the US where US DoT rules wouldn't apply, even if you are in the US version of the website, if you call the US number or be charged in USD; thus the safest way is to book it via a sales office if you need the 24h cancellation.

Booking with a OTA is good for upgrade assurance, although, during schedule changes dealing with upgrades and ticket reissuance would be a pain.
