So far I have seen Delta, United, American, and oddly enough, Frontier in the C1 Travel portal.

3rd party travel agencies can also apply with Southwest for
ticketing authority. This is primarily to allow for Business Travelers to book through their corporate travel agencies and portals, but doesn't mean other travel agencies can't apply for said
ticketing authority.
Chase Ultimate Rewards travel portal doesn't show Southwest options online, but if you call they can book Southwest no problem.
I am going to guess that Southwest is OK with travel agencies ticketing Southwest flights, just not online for the general public.
