Update: heard back from the Indian Consulate, for Canadians only a single entry visa is bring issued right now. Also no international transfers so you need to enter India to connect to a third country. Due to this if I'm going to Nepal I need to do one direction from another country and only enter India once. Will likely do outgoing through IST.
