95% of my experience is with Avis, and they'll generally hold a car for 24 hrs from the initially-booked pickup time; if you can find the local number for the rental car location you can try calling them directly
that said, it may not work if you were supposed to pick up at 6pm but your flight now arrives at 11pm, the counter closes at 10, and you're staying an hour or more from the airport
