If you change to a ticket with no change fee, then you change again to a ticket without a change fee, this can continue until you change to a ticket with a change fee. But ex-USA tickets, non-basic economy, don't have a change fee. There is nothing about how many times, it is simply about the ticket you purchase.
However, the UA guarantee on no change fee only applies to tickets purchased from UA. OTA/TA can have their own change fees. If you don't use UA, read the T&Cs carefully.
If you are rolling over credits, then you will be restricted to use UA anyways. So OTA/TAs fees will be moot.
