While ITA is a bit of a special-case trainwreck, DL's own language specifies that DL-marketed flights operated by ITA earn MQM and RDM: https://www.delta.com/us/en/skymiles...rline-partners (look for ITA).
When booking on DL.com or in app there is a note that ITA flights only currently earn RDM. As ITA marketed don't earn anything, (not even RDM) I doubt it's a wrong statement.
