In late January 2022, I purchased a TK ticket using Expedia for RT ATH-IST for late April 2022.

In February there was a 20 minute change to the ATH-IST flight. Expedia told me all was well. When I called TK yesterday they said Expedia had to reissue new ticket and confirmation numbers.
I put in two calls to TK and one to Expedia. The final call with TK was an agent who 'took over' the ticket which they normally do not do until 24 hours before departure.
That TK agent started working on purchasing tickets, but I could not use AMEX so I said I would try the TK web which was a grave mistake because each time I purchase a seat with AMEX or Visa the charge is reversed.
Is this HUCA because this morning's agent was adamant only Expedia could do this while Expedia spells out only TL can manage 'extra services'.
