I just had to cancel and re-book an Avios flight and on the "Apply for a voucher" page there is a note indicating that reward flights should be refunded in Avios:
"Before submitting this form, you’re confirming that you have the consent of all individuals in your booking to act on their behalf. Please note that for Avios Reward Flight Saver, Reward Flight, Companion or Gold Upgrade Voucher bookings, you are accepting an automatic refund."

Yes that's correct for reward flights.
However, part pay with avios is a cash flight which you use some avios during booking to reduce the cash required. It isn't a reward flight.
