A fare increase will normally apply to tickets issued on the date that the new fare comes into force, although if a fare is seasonal then you have to factor that in as well. (But it sounds like the kind of fare that you're thinking about isn't seasonal.)

No not looking at seasonal. (I'm not even sure Y would be seasonal - on ITA Matrix it is the same for every day of the year - much like a hotel's rack rate).

I'm looking at Y fares on SIN-LHR-SIN routing.

I was unaware that EF had the historic look up function, though I'm not a subscriber, but I my consider it.
