Do you have a particular route in mind? It isn't hard to do a quick series of historical searches if you have an EF subscription to see whether it has happened more than once in the past year.

A fare increase will normally apply to tickets issued on the date that the new fare comes into force, although if a fare is seasonal then you have to factor that in as well. (But it sounds like the kind of fare that you're thinking about isn't seasonal.)
