They do not. However, when searching for flights, Delta doesn't show available seats for cabins that are sold out (on the itinerary as a whole), which is what you're seeing.

Only 10BC are actually blocked. The ATL-DCA flight must be sold out in C+, which is why C+ is not available for this PDX-ATL-DCA itinerary, and the seat map won't show available C+ seats for either leg.
Nothing to do with the fare class.

In this case the both legs have C+ availability, so C+ is available for sale and seats are shown on the map.
