I'm not sure how you came to that conclusion (
they're not at the moment). I think the poster was just of the opinion that South Korea will open up before Japan.
But if anything, Japan is further along than SK at the moment, having just started quarantine free travel for non-tourists from today.

the update they posted a month ago:

As of February 1, 2022, the " Terms & Conditions for Accommodation Contracts" will be partially changed.
Major changes
・ Deleted the description of service hours for Dining, Drinking facilities
・ Deleted the description of service hours for auxiliary facilities

Business Hours
Article 11.
1. The business hours of the main facilities, etc. of the hotel are as follows, and those of other facilities, etc. shall be notified in detail by brochures as provided, notices displayed in each location, service directories in guestrooms and others.
(1) Service hours of Front Desk, Cashier’s Desk, etc.
A Closing time 24 hours service
B Front service 24 hours service
C Exchange service24 hours service
(2) Service hours (at facilities) for dining, drinking, etc.
A Breakfast 6:00AM-10:30AM
B Lunch 11:30AM-2:30PM
C Dinner 5:30PM-9:00PM
(3) Service hours of auxiliary facilities Massage (6:00PM to 2:00AM) etc.

I'm not sure what the practical impact of this is. Maybe reduction/elimination of auxiliary facilities like in-room massage?
