Thanks, the airline staff are certainly mis-guided about this and they mis-guided me too! I asked them to confirm on the phone (which is recorded on their side) if the fare is guaranteed, and they said yes. However, the best they will do now is just say sorry and refund my money.
The fare is never guaranteed until you pay for it. They just hold the reservation for you but fares can change at any minute.
