you can for sure apply a TSU even standing at the check in desk (but before they actually check you in so they can attach the upgrade certificate). Experienced this at a property that wouldn’t upgrade me to the standard suite at check-in, but said they will if I applied a TSU, so I applied one right at the desk. This sounds like the what HR Monterey does. Went there and there was a standard suite showing in app, but hotel claimed it was out of service for upgrades. I wonder what happens if someone booked it with cash - sneaking feeling that it suddenly is no longer out of service. Was tempted to test it out, but for one night I didnt really care enough to fight it.
