URGENT - Air India unable to issue ticket on hold at same fare

I need some pointers on what I can do in this situation:
I called Air India yesterday to look for an international flight. On the phone they gave me a fare much better than what was on their website. I would have booked it right then, but I wanted to take a few hours to check the refund rules for another ticket that I had booked with Air France.
So I asked Air India if they will keep the ticket on hold, they said OK and said they will call back the next day.
The next day, they sent me a payment link which had a PNR, and when I checked the website, it shows the correct passenger names and flights.
So I paid and then as they tried to issue the ticket, I was told that the new fare is much higher!
I was put on hold for 10-15 minutes, and then told they can't issue the ticket and they will refund my money.
As of now I have asked them to try again tomorrow as I will really not get another flight at this fare.
In this case, is there anything I can do to get them to issue the ticket? Their call centre should have the call recording which has their commitment that the hold is valid for the seats and fare. They are taking the easy way out by refunding the money.
