As noted above, if the fares are still bookable on delta.com, you can also follow the "Fare Rules" link after selecting flights and refer to the Penalties section of the fare rules. You can also look them up by fare basis code on Expert Flyer if you have an account there. Refundable fares will have the following text in the Penalties section --

CANCELLATIONS
CANCELLATIONS PERMITTED FOR CANCEL/NO-SHOW.
