RUCs CAN be used for international flights to Canada, the Caribbean, Central America, and “northern” South America (which I believe means Columbia but not points south). Basically anywhere they fly with the “domestic“ first class cabin and not a Delta One cabin.
I’ve used RUCs for BON and I’ve seen them available on the website for MEX and CUN, but only GUCs for LIM.
The LIM-ATL route is flown by a 764 with D1, so that's why. BON-ATL seems to have a 738 which obviously doesn't have D1.
It is annoying to me that for LIM-ATL-SEA, for example, we can't apply the RUC to ATL-SEA without booking the segments separately.
