Yes, despite the nationality on your passport cover, you are welcome to use the TK J and Elite/Elite Plus lane for immigration.

iGA offers that kind of service but they don't post the price online for that and either require you to e-mail them or call them.

Just as a reminder taxis is Istanbul does not have fixed rates and the rates are determined by a taximeter. Tolls would be added manually into the taximeter. If you have any issues, just don't forget to note the license plate of the taxi somewhere. The rates displayed at the airport are estimated rates.
