Yes, despite the nationality on your passport cover, you are welcome to use the TK J and Elite/Elite Plus lane for immigration.

I took a black luxury one when I visited the new airport during one of the test flights before it was later opened for all flights, it was their first day of operating the taxis there (that's what the driver told me). Just as a reminder taxis is Istanbul does not have fixed rates and the rates are determined by a taximeter. Tolls would be added manually into the taximeter. If you have any issues, just don't forget to note the license plate of the taxi somewhere. The rates displayed at the airport are estimated rates.
