When someone makes multiple reservations with intent of not suing them all, inventory is reduced and, more importantly, the next fare class may kick in for other buyers.
Presumably UA is accounting for duplicates in its inventory management, but I'd imagine that the combination of covid uncertainty and the ease of duplicate bookings has made it much more difficult for UA to predict the rate of cancels and no-shows.
