I think you're right and that it may be economically not feasible at this point, but then they shouldn't try to blame the government.
I don't know why they don't just remove an inapplicable notice. Maybe they are just lazy or don't care about removing the notice(s). Maybe this is their revenge for the restrictions having eaten into the business plans and so they want a public reminder out there still about why they were closed (and still are).
