No, well an individual agent may turn a blind eye to a kilo or so over the 23kg limit, but 30 kgs seems to me to be not workable even if it's below the total weight allowed. That's effectively asking for an Executive benefit on an economy fare. To take a bag over 23 kgs there is an extra fee which depends on the route, but is between 55€ and 190€. It may be cheaper to go Executive class in some circumstances.
