The KLM website has been updated with their new policy that applies after June 30th. Basically free changes, but fare difference applies:

Tickets booked with a departure on or after 1 July 2022

1. Rebook your flight

Change your travel dates
  • You may change your travel dates without having to pay the change fee, as described in your ticket conditions. However, a fare difference might still apply.
Change your destination
  • You may use the full value of your original tickets for new tickets on KLM, Air France, Delta Air Lines, and Virgin Atlantic.
  • You will not have to pay the change fee. However, a fare difference might still apply.
How to rebook
Log in to My Trip and change your travel dates or destination yourself if:
  • you have a KLM or Air France ticket,
  • your journey has not started yet,
  • you are not travelling with a baby (0-1 years),
  • you did not request a special service (e.g. ordered a special meal, are travelling as an unaccompanied minor, have requested transportation of a wheelchair or pet).

2. Request a refund

If you choose to postpone your trip, check your ticket conditions to see if you’re entitled to a refund. You can find these conditions in the confirmation e-mail you received after booking your flight.

If you need assistance, please contact the KLM Customer Contact Centre.

Bookings via a travel agency

Unfortunately, you cannot use our online refund system if you booked via a travel agent. We advise contacting your travel agent first, as they have all needed information to arrange your refund. You can find contact details on their website. If you prefer, you can also contact us directly to help arranging your refund.
This article also mentioned the ability to convert the ticket to a (non-refundable) voucher. That does not seem to be mentioned at the KLM website now, however. Unclear if that will apply.
