Only exceptionally; if booked prior to 1 March 2022 for travel commencing on or before 30 June 2022.

Any other Promo Award cannot be changed or cancelled. This means that your ticket for travel on 4 July cannot be changed.

If one has booked a one-way promo award in economy for travel after July 1 (paying e.g., 17K miles), can that subsequently be "changed" to a one-way business class promo (for 40K miles), while paying the difference (40K - 17K = 23K miles)? Or, are changes for promo awards ONLY allowed in the same class as in economy to economy?
No, it cannot be changed. To make this "change", you would have to pay the full 40k and the full cash element (for your hypothetical business promo), or the full amount required for an economy ticket if changing to another economy flight. Your existing ticket will reduce neither amount.

Can changes be made to the promo ticket for the origin and destination?
No, it cannot be changed. The date of travel cannot be changed. The class of travel cannot be changed. The origin cannot be changed. The destination cannot be changed. The routing cannot be changed. The passenger name cannot be changed. The choice of flights cannot be changed. You cannot "pay up" or pay extra or pay a fare difference; your issued ticket is valid only as issued, and retains absolutely no value if you do not intend to use it precisely as booked and issued.

PromoAwards cannot be changed or cancelled. You should only book them (outside of the current pandemic waiver period) when you are certain of your travel needs.
