After some testing I am suspecting the issue is that I am trying to book an international flight (Canada-US return). When trying to make a purely domestic dummy booking the "use flight credit" button appears just fine.
Have I missed something saying that I can only use flight credits on purely domestic bookings?
I had a business trip rebook (all domestic) that I had the same problem with. I put my preferred itinerary on hold and called reservations. 5 minutes later, my trip was booked, credit applied, and reservations saved me $20 by putting me in a fare bucket that just opened up.
