It's fairly common in various places in Europe, and it is a sensible way of reducing viral transmission, which is greatly assisted if the infected person is facing you. But in the case of the TAP lounge, it's just around the reception desk and WC area where the corridor is narrow. I wouldn't overthink it, just follow the arrows. There is no longer a one way system around the food and drink areas which is more spread out.
ANA is the name of the airport authority in Portugal. ANA is also the name of a completely unrelated airline. The airport authority had the name about 30 years longer than the airline. To use the lounge you would use a Priority Pass card, or similar, or pay at the door.
