I'm in the same position, with flights at the end of September & early October. If BA doesn't fly, then I'm certain that we will able to re-book (again). We have a contract with Lloyds Bank where we have completed our side of the agreement by achieving a spending target, and they are obliged to deliver on their side. Even though the terms and conditions don't explicitly state what should happen if a flight is cancelled, this would be deemed to be outside of the customer's control, and it would be incumbent on Lloyds and Avios to find a solution that allows the customer to use the upgrade voucher for alternative flights - this is borne out by the prior extensions of the vouchers in light of the pandemic, and there is no reason to assume that will change. If Lloyds did decide now that there would be no more extensions, I'm confident that any court, including MCOL, would look unfavourably upon the imposition of an arbitrary cut-off point, especially in the current conditions.

I'm surprised that Lloyds, Avios and BA haven't yet come to some sort of agreement whereby *all* the Avios used to book flights (the customer's Avios and the Lloyds' upgrade Avios) are re-deposited into the customer's Exec Club account in cases where booked flights are cancelled. It would avoid the faff of having customers and Avios agents spending time on the phone re-booking flights - however, if they did that they'd probably have to put something in place to record the number of Avios used on the original in cases where a customer rang up to change their booking to one with a larger 'upgrade Avios' amount to prevent people from gaming the system!
