Changes announced just now to the VTL arrangements, including addition of UAE, Qatar and others
Essentially, no PCR on arrival, now just a single supervised ART test within 24hrs of arrival.
Plus, for those transiting, no pre departure testing at point of origin required.

"The Civil Aviation Authority of Singapore (CAAS) said on Wednesday that in tandem with the other adjustments to travel measures, CAAS will also be removing the pre-departure test requirements for all passengers transferring or transiting through Singapore."
