India would appear to be one such location as my call to the US number was answered there (but the first agent I spoke to couldn't apply the GUF2) and I was ultimately transferred there from the UK BAEC number. The agent who was able to both book the commercial WT+ fare and then apply the GUF2 to upgrade us to Club was based there.
What would undoubtedly have been helpful was if the agents I'd spoken to in the UK hadn't been so adamant that they were able to access US POS inventory. That would have saved two calls, two significant periods on hold, and two sets of arguing back and forth that there was / was not availability in I class.
In UK we can switch to a different pos. However policy is we can only use POS based on where call comes from so a UK call will only use UK POS. To access USA POS you need to call the USA number.
