No meaningful legroom bonus in the first row of C+ (was true even before PS was put in) and no difference in recline with the last row of C+.

I personally prefer that first row of C+ because no one can recline into me (and it's easier to get in and out from the window seat), but my wife likes having her bag right in front of her so when we travel together we pick a different C+ row.

In terms of service, you have to go to the rear galley if you are between drink runs. You could hit the call button but I find that 99% of the time call buttons in Y are ignored on the US3 (including DL)
