I think it’s more to do with the fact that DUB doesn’t segregate UK arrivals with those coming from elsewhere. Most UK airports do and therefore allow arrivals from Ireland to bypass immigration - even tho technically some of those arrivals may not be entitled to use passport free travel in the CTA.
