I would assume it's a list of measures the administration is considering. What doesn't make a lot of sense to me is that they're supposedly considering to do anything at all during February. Most prefectures are under quasi-emergency and they already stated the border measures will stay in place until the end of February, why backtrack on that and risk the ire of the public?
It does mention a simplification of paperwork from March, but who knows what it means in the end.
